Running oracle reports in 11.1.2.2.0 and getting message REP:770 PL/SQL Library <library_name> canno

Running oracle reports gives me the message to say it can't find the PL/SQL.  The pll of this library exists in the same directory as the rep.  I have set the Reports_Path to point to this directory by executing an export and I have also added the setting of the Reports_path in reports.sh to also point to this location.  I have recompiled the library, it only creates a pll. I have also recompiled the report (though it happens to all reports) and still getting the problem, and the source code has been saved to exclude a path.  Can anyone give
