TFA installed in 'local' mode does not build cluster configuration

after TFA was installed in 'local' mode (as 'root' ssh equivalence is not allowed to set up),  we expected after installation on the last node, the cluster-wide configuration to be built as suggested in the User Manual (below).  GI is up and running on all RAC nodes.  However, we can only see 'local' TFA on each node (as reported by 'status'.

Unfortunately, 'syncnodes' does not work as well, as the SSH equivalence is not enabled.

"After TFA is installed and running on all of the required nodes if Grid Infrastructure is available

on all nodes then TFA will automatically build the TFA configuration for your cluster."
