Defining budgets - First month and last month question

When defining budget for FY 2016-17, the first period entered as 'Apr-16' and last period entered as May-17 the system took it as May-17 instead of Mar-16. why?

Mar-17 period, as per calendar falls into FY 2017-18. what is the impact? when we will define FY 2016-17 budget? from Apr-17 to Mar-17?
