401k % in new unrestricted plan. Can we automate?

We will be migrating two 401k plans in an unrestricted program into a single new 401k plan. We want to convert the contribution percentages from the 2 old plans to the new plan automatically without requiring employee intervention. For example Plan A had 5% contribution, Plan B had 6% contribution.  New Plan C needs 11% contribution.  Any advice on approach would be helpful.  Is there an API that get populate new percentage?
