Admin Role in TE

Enterprise Components> Approvals> Approvals> Approval Process Setup > Admin Role will give access to  Monitor approval but it a read only access as per Oracle recommendation.

Set Up Financials/Supply Chain > Product Related> Expenses> Management> Approval Setup> Transaction Definition >  Approval System Administrator can only have one user as Admin to access  TE> Approve Transactions > Approve Transactions. It is possible to give admin access to a role as we have two users as admin.

Please suggest.
