Chronological Document Sequencing Options for French Operating Unit with multiple Legal Entities

Our organization has operations in France across multiple Legal Entities. We have questions on the following for an EBS Release 12.1.3 implementation

1. How do organizations manage chronological document sequencing requirements for France by Legal Entity for FEC Compliance?

2. With document sequencing at a Ledger level, how can we have a unique document at a legal entity level without having to set up separate ledgers for each legal entity?

3. Are additional patches provided by Oracle along with the FEC Patch to allow/enable document sequencing at a legal entity level for France?
