Transactions are not broadcasting to Relate

Hi,

  Unable to broadcast transactions to Relate due to below error. Please assist:

1-WARN           2016-05-04 13:54:14,423     An unexpected Service exception occured while committing to datasource:dtv.xst.crm.relate.impl.cust.persist.CustomerPersister@5cb46a :: dtv.data2.access.transaction.DataSourceTransactionManager.commit(DataSourceTransactionManager.java:100) [REGISTER:OCP [User]]

dtv.xst.crm.relate.impl.RelateException: com.dtv.csx.webservices.customer.v2_3.RelateProcessingException_Exception: Unable to generate a new sequence number. Database may be down.
