installing financial management client 11.1.1.3 error - unable to load resource file

Hello

I was installing financial management client 11.1.1.3. download from server since I can't find it from HFM 11.1.2.1  workspace. when I tried to open it after downloaded, I got error message

cannot to continue - unable to load resource file.

anyone knows how to resolve the issue?
