Error calling FNDLOAD function when apply 12.2.0 NLS patch 10124646

Hi Experts
Could you please share me your advice on the following issue.

R12.2.4 environment,when we try to apply 12.2.0 NLS patch 10124646 by adop.
The workers failed when executing FNDLOAD.  'Error calling FNDLOAD function' displayed
in worker log,but we can not found any message about why  FNDLOAD got failed.

I found the same issue reported in the note below
Synchronization Translation Patch Fails on FNDLOAD with Message 'Error calling FNDLOAD function' Only (Doc ID 2027840.1)
In this note,It mentioned that to resolve the issue,we can apply patch 19016569, But the patch is for R12.2.3,Can we apply it to R12.2.4 environment
