Can anyone explain what might cause the error SawUtil.getTenantId: server id is null

Can anyone explain what might cause the error

SawUtil.getTenantId: server id is null        in the bipublisher.log    file

After upgrading, I get the error one or more times each time I run a report.  I cannot at the moment see any definitive correlation between the number of errors logged and the report/parameters run.

Enabling Trace level monitoring on oracle.xdo  does not appear to indicate the reason.

I have a TEST environment which was built as OBIEE 11.1.1.7.140715 and then upgraded and patched to 11.1.1.9.160419.   I do not see this error in my 11.1.1.7.140715 environments.  The datamodels and the reports were archived/unarchived from my DEV system to the TEST system when both were running 11.1.1.7.140715.
