Sales order fullfilment based on Ship to zip code and best available inventory branch plant

Hi,

I am using JDE9.1, We have a requirement in which order should get fulfilled based on nearest branch plant available based on "ship to" zip code. I know inventory preference is kind of option but not sure if it justifies this requirement.

This should create sales order with an appropriate branch plant in detail sales order line.
