ORA-01033: ORACLE initialization or shutdown in progress for PDB

The RAC database (CDB1206) has two instances (cdb12061, cdb12062) and one PDB (DOSS_QA3) was created.

The PDB works fine when only one instance up (no matter which one). If I bring up two instances, client connection sometimes get connected and sometimes get ORA-01033

error.

From listener log on both nodes, I cannot see any error.

If there any method to fix this problem?
