Tracking Non-capital assets

I want to use Fixed Assets to track non-capital assets for a particular department.  Is there a way to create a non-capital asset category and restrict access to only this category in a new responsibility for just the non-capital department to use?  The goal is to restrict access to the rest of the FA module for this department
