OP/S Order Activity Rule Setup - Error out

Good afternoon,

I have tried every thing imaginable to change the Order Activity Rules for the subject line OT/LT combination.  I receive errors, usually "Status Flow not Setup" which makes no sense because I'm attempting to create the rules.  If I end up creating only 3 steps 220-280  280-400  400-999 the system will allow me to save but when I review my changes the OARs go right back to the out of the box rules for OP/S. Can OP/S OAR's not be changed?

Here are the OARs I have attempted to setup for OP/S :

220 | 230, 235, 280, 240

225 | 230

230 | 235, 220, 225, 280

235 | 280, 240

240 | 280, 300, 400

280 | 300, 380, 400

300 | 380, 400

380 | 400
