local policy routing h323

My issue is I'm routing to an h323 endpoint.  I attempted to use a session-group, but the SBC won't route advance if the calls fails to an endpoint, so every x call will fail.  It only seems to do this if I use local policy, but I can't seem to round-robin in local-policy. 

If I have multiple policy attribute routes and have set the cost to the same number, but the SBC only ever routes to the first one in the list, unless it is down.  If I want the SBC to use all of the next-hops, is there a way to do this using the local-policy?  I think the answer is no, but I wanted to verify.
