After creation of a System Profile Option the List of Values shows in the Profile Form and will save

So in order to restrict a LOV in the transaction type form I created a System Profile for Responsibilities. This profile option derives a List of Values from a value_set that was also created. I then performed forms personalization in the transaction type form to limit the LOV based upon the system profile for different responsibilities. This all works beautifully. However, after I save the profile option in the system profile form the value does not appear upon initiating another query to view the profile option that was saved.
