How to select current year based on current month pov?

Accounting period hierarchy:

Year

   Quarter

      Month

User runs the FR for a particular month, e.g. Apr-16

The report shows:

- PTD for the selected month, e.g. Apr-16

- YTD for the selected month, e.g. Apr-16

- Full year forecast and budget fro the year related to the selected month, e.g. 2016

Any suggestions how to derive the year based on current point of view for accounting period which is a month?
