Calling an external web service on Agile's change Order status Change

Hi,

I have a business requirement where I need to call an external Web service Client to get a value when the change order moves from CCB to Released.

The Value has to be then updated to Change's Page 3 field. What is the best approach to achieve this.

I have already tried to use a Event PX to achieve this but was not successful.
