Tools 16 - Installation hangs configuring XE

I'm installing Siebel Tools 16 on a fresh, clean Windows 7 32-bit installation. I have created the installation media necessary for the 32-bit XE database and sample database components.

Installation works fine until I get to:

Oracle Database XE post-install configuration is in progress

The "progress" bar continues to bounce back and forth but the installer never progresses past this point. I've left it going overnight, but nothing seems to be happening.

I've found log files in the Tools folder that suggest a load of SQL was successfully run against the XE instance. I could find nothing to suggest it had failed.
