Remove Delete Capability from HR Manager for Some Users

We have some users that need to have the ability to update and enter transactions but not the need to delete transactions. 

Is there a way to remove this role from HR Manager for example? 

We have a custom responsibility called HR Manager (WC).  I want to think that we may be able to obtain this with using form personalization or something through the menus associated with this module. 

Any suggestions on this is most helpful.
