How do I see _who_ created a particular username (not DATE of creation)?

I looked at the various user-related metadata tables, e.g., DBA_Users, DBA_Roles ... but nowhere can I find the username of the creator of a username. Is there a place to look for this? Or is it just "too bad for me" because I didn't create a user-creation-logging process in the first place? This is an Oracle 11g DB. I figure I am just making a mistake and looking in wrong place.

(Why do I need to know? A username was created within the last month for which I have no identification ... and before I started randomly questioning the people who _might_ have done it ... I wanted to know if there was already a way ... e.g., if SYS / SYSTEM did it, then ... points me one way ... if another User with user-creation privileges did it, then I can ask why wasn't the process finished in normal fashion as opposed to left dangling (and thus this question) ... and why didn't said User report a process problem (which
