Has anybody seen the delete button (Red-X) or menu option disabled in Element Description -> Usages

We are facing a weird issue where the delete option is grayed out on the Run type usages form (Element Description -> Usages)

This is the issue in Production instance and it works well on lower environments. It is grayed out even in the Seeded responsibility of US Super HRMS Manager.

Any clues? Any patches? Environment settings? Menu options? Profile values?
