MO: Operating Unit profile - set at responsibility level for OTL responsibilities used to enter time

The OTL Analyzer shows an error "You must have a value for profile "MO: Operating Unit" on the level of the responsibility that is creating this timecard."    I am assuming that the OTL analyzer is looking for a value set for "MO: Operating Unit" profile for the responsibility used for the timecard that the analyzer was ran for.

We have "MO: Operating Unit" value set at the site level and set at responsibility level for "Contracts Terms Library Administrator" and "Contracts Workbench Administrator".

I'm trying to figure out or find documentation to explain why this the multi-org profile should be set at responsibility level for the OTL responsibilities used to create timecards.   Does it not look at the site level value?
