configuration tab in create SR| Where is the problem is greyed out.

In the create SR area of MOS, when does the configuration tab in the 'Where is the problem?' section appear?

I have users who have one SI who the configuration tab is available along with the hardware and software tabs. They only have one SI.

I have others users whose configuration tab is greyed out. They have 2 or more SIs.

Why is this?
