OTOT not updated with amount from future committed lines

We are having an issue where an order is placed and the lines are future committed.  The OTOT is 0 and the order is not going on credit hold even though the total extended amount of the order detail lines is over the customer's credit limit.  If the order's request date is moved up and the lines are no longer future committed, the order hold applies.  Is this how P4210 is supposed to function or is there a reported bug for this issue?  Thanks.
