Record a transaction for OEM

Hello all,

I am attempting to create a service to monitor my OBIEE instance using OEM. I am using the same steps as mentioned in

I create a beacon, I create a service based test and then proceed to create a Web Transaction (Skipped describing a few steps for navigation, please let me know if you need it and I will go step by step). There I say "Record a Transaction". It says that it requires an IE grater than IE7 but IE11 doesn't work for some weird reason. To overcome that, I tried to do the same in IE 8 from one of my very old Windows Servers and it attempts to install OraDHTMLRec.CAB. For some reason, it keeps trying over and over and
