Coupon Issue for across orders

Team,

Here is the requirement... coupon issue need to be delivered to a different customer if customer orders are reached some 'X' value and the coupon can be used for the next sale.

I know we can set the coupon for an order but is it possible for an across order?

Here is the example:

Customer A order total values is over $1000 coupon need to be issued for 10%

Order 1 - $400

Order 2 - $300

Order 3 - $300

In order 3 we have to release a coupon to customer B.

Is this can be achieved through standard functionality?
