Patches & Updates Error Key: 16.05.12-15:59:31.283-8311 Backend Error

Hi, I have OEM 12C (12.1.0.5.0) installed and running on Windows.  I am only using the free features of the product which I am entitled to because I am licensed for the Oracle Database.  On the Enterprise Summary page, I see Patch Recommendations in the lower left pane.  So, I go to Enterprise>Provisioning and Patching>Patches & Updates.  On this page, no Patch Recommendations are displayed and a message circled in red at the top right corner of the screen reads:

Error Key: 16.05.12-16:05:21.697-7504

Backend Error

Is this because I don't have Oracle Provisioning and Patch Automation Pack installed?  Reading the documentation, I am confused about exactly what I can do in this area with the free features.  Can I use OEM 12C to manage and install patches in any way without the Oracle Provisioning and Patch Automation Pack installed or do I have to apply these using opatch outside of OEM?
