Requisition Closed Code

Hi - I'm trying to determine what triggers a requisition's closed code to become OPEN - seemingly initially the closed code has a null value in po_requisiotion_headers_all .

Any ideas anyone what circumstances dictate why req has a closed code of null or OPEN. What other values are relative to this field? (Apart from Finally Closed)
