How To Resolve Duplicate Application Number?

We've run into a very interesting situation - two separate emplids have been assigned the same application ID.  The data appears to be several years old, so I am not sure what would have caused the issue in the first place.  I'd like to do a SQL update to fix the issue.  My questions are:

1) Are there any related tables besides PS_ADM_APPL_DATA.ADM_APPL_NBR that I will need to update to make the change?

2) What should I update the App ID to?  I am planning to updated to an App ID that is smaller than the current value but not used by the system.
