Routing instructions

Routing instructions doesn't appear in the control batch record or MES operator workbench. Also number format is unreadable.

Steps to reproduce the issue:

1- Set up instruction set and its instructions on the level of routing for a specific step.

2- Create a batch, release it, then release the batch step where instructions are linked.

3- Navigate to the control batch record we will find nothing other than batch ingredients, moreover number format of quantities is unreadable like '9900n0000'.

4- Navigate to MES operator workbench, lock the step to execute the instructions we found no instruction and the execute instructions button is disabled.
