Foregin Address invoices in AR not picking up Tax

Hi

I have raised an invoice in AR oracle 12.1.3 which is billed to a foregin address. When I complete the Invoice and print the invoice, it does no have TAX.

However, if I  bill an invoice with  a local address, it picks up the Tax.

Please help
