Project frozen in Submitted Status

Hi Experts,

          We were trying to change the status of the project we created (NHA20160552APP) and we submitted it, and we expect this to go to our approver for approval and it seemed to not make it to her.  The status of the project says Submitted but doesn't seem to be in any ones workflow please help..  Any insights on this one. Thank you..
