TDE OneCommand: bug 19688297 not found

I'm following the instructions in an Oracle white paper called "TDE OneCommand for Oracle Peoplesoft Enterprise". It highly recommends applying the patch for bug number 19688297 to improve the performance of the "copy_table_dependents" process. However, I am unable to locate this bug on MOS.

1 - Has anybody used this process ("OneCommand") to encrypt a Peoplesoft database?

2 - Has anybody found/applied the patch for this bug?
