OEM Agent Upgrade 12.1.0.3 -> 12.1.0.5 failing at pushPluginsBits for plugin archive oracle.sysman.o

I’m hoping that there may be a quick answer for this agent upgrade issue. 

Would appreciate any advice.

We upgraded Enterprise Manager Cloud Control to 12c Release 5 (12.1.0.5) from 12.1.0.3.  OMS and Central Agent on Linux version 2.6.18-164.el5 (following https://docs.oracle.com/cd/E24628_01/upgrade.121/e22625/upgrading_12101_PS1_oms.htm#EMUPG165).  All pre-reqs passed and the OMS upgrade went well.

However the Central Agent upgrade (12.1.0.3 -> 12.1.0.5 following https://docs.oracle.com/cd/E24628_01/upgrade.121/e22625/upgrading_12101_PS1_agents.htm#EMUPG185) is failing at the Step pushPluginBits for the oracle.sysman.oh archive, with Error retrieving archive: Archive does not exist or size does not match.  These errors are hit when upgrading through Enterprise Manager: Setup -> Manage Cloud Control -> Upgrade Agents.  And also using emcli on the host.
