Unifier Conditionally Mandatory

We have requirements to make data mandatory based on another field value.  However, we want to allow the user to still enter into the cell.

For example, if the Project Status = RED, the user must enter data into the comment field. If the Status is GREEN, the user does not need to enter data into the Comment, but can if they want to.

Is this possible with Unifier Configuration?
