Disbursement System Options Screen in AP does not show options for a legal entity organization type.

When I navigate in AP R12.1.3 to Payment administrator -> Disbursement System Options then in this screen at Organization level I can see only Organization type as Business Group and Operating Unit but not Legal Entity.

why  legal entity type organization is not showing and what step we need to take to see Legal entity type organization here ?
