FDMEE RunReport.bat Authorization Error

I am trying to use the runreport.bat command and running into an Authorization Error.  I will eventually build this into an event script, but wanted to test the functionality first, this has worked for me at other clients before.

I am opening an admin command prompt on the FDMEE server and running this command:

E:\Oracle\Middleware\user_projects\epm-hfm\FinancialDataQuality>runreport.bat admin <password> "TB All Columns (Per,Cat,Loc)" "Period=Mar - 2016" "Category=Actual" "Location=EBS_CAD" "Rule Name=EBS_CAD" "Report Output Format=PDF"

And I get the following error: "EPMFDM-140197:Authorization error, unable to submit report creation request."
