9.2 Error : "Hyperltem Error : FDA text record not there" while opening OMW or IV

Hello,

We are getting a strange error "Hyperltem Error : FDA text record not there" when trying to launch OMW or IV. Nor can we open application like OCM etc. But JDE login is just fine.

This issue is only in one of the environment and other environments are fine. JDE log not provide much inputs nor can I find appropriate documents on the support site.

can you please advise.
