OEM 13c issues

I have tried several different paths to get to this point so let me put some of this down and maybe someone can see what I'm doing wrong.

In an effort to see all the new stuff I decided to install 13c on OL7 and I seem to have it running ok on the initial server.  I played with the interface a bit and read through some of the new options and things and this all seemed to go well.  I then decided to add an agent to another server just to see how that went and it isn't going well at all.
