Is there a way to limit what expenditure types show in LOV on user timecard based on transaction con

We are trying to find a way to only show certain expenditure types by operating unit. Since expenditure types are shared across all operating units and not one operating unit specific we are looking at using the transaction controls for each project and defining those at the template level for those operating units.

Currently setting the transaction controls will result in an error if the user attempts to use an expenditure type on their timecard that is not set as chargeable on the project charge code. Ideally the user would only see the expenditure types in the list of values that are chargeable on that specific project charge code.
