How to know if Tiebreaker Rules Built Successfully

Hi how can we validate that build tiebreaker rules UBE ran successfully.  I understand that if the location isn't in the random table or isn't assigned dimensions then the tiebreaker cannot be resolved for that location, but for the locations not on the report, how can we see the Tiebreaker rules were built?
