Remove Patch 23152164: ACA XML for AIR Communication Test before applying Phase III patches?

We still have Patch 23152164: ACA Person XML Generation for AIR Communication TEST in our test environment, and don't have immediate plans to refresh the environment. Do we need to refresh the environment to remove this "throw away" patch before applying the new ACA Phase III patches soon to be released, which will provide the XML Generation for production files and the correction process? Or could we apply the upcoming patches on top of this patch and expect valid test results, and subsequently only move the Phase III patches up through an additional test environment and then to production?
