Customer does not have demand forecasting

The customer has no system like RDF to generate demand. In this case it's possible use the demand generated by the RPO itself?

If so, we must first generate the demand file (fappltvol.csv) and then use it as input the RPO?

Outside sales history, which data are needed for the RPO be able to generate demand?
