Primavera P6 8.4 cannot generate a new layout

Hi! I need help here.

There is a user complaining that his Primavera P6 8.4 cannot generate a new layout, he is saying that this function is disabled for unknown reason.

Ideas on how to tackle this error?

Any help is appreciated here.
