Affordable Care Act - ALE Member Monthly Count

We are using JDE World 9.4, when I run the employee count build (P08522) and look at the print I am seeing the FTE field populated all 12 months for employees who have not been employed all 12 months, doesn't matter if they were employed 1 month or 11 months, the "1" appears on the FTE line for all 12 months...is this correct?  (The line for EE is correct)
