Work Plan Tab is not visible in all projects

I had created Project template with work plan tab "enable"

I had done all setup - Work plan information, Work Break Down Structure, Progress, Plan setting, Currency setting, Rate Schedules

I am creating the project from the same template but work plan tab is not visible

I have work around to for view Work plan

Project tab -> Home -> Right side "Shortcuts" ->"Work plan"

View Work plan

View Work Plan cost

I can access the work plan tab but it is work around.

I had created Oracle SR since 2 weeks but couldn't get solution
