How to exclude GRE's from State W-2 Magnetic Media Files?

Our customer is running Oracle 12.1.2 and  has several GRE's that are not registered for withholding in certain states. They do not want any earnings for anyone in these GRE's reported on the corresponding State W-2 Magnetic Media files. Is there anyway to exclude GRE's that don't have a state account number set up from being reported on the State W-2 magnetic media file?
