Unable to edit/delete service contract workfile transactions in the P4812

I'm attempting to remove a workfile transaction generated by the R1732 but cannot because I'm unable to change the eligibility code to allow for it.  Is there a configuration step that was missed or is this standard functionality?  If it is standard, what is the work around for editing or removing workfile transactions written in error?
