Notification Preference Email Options

We are looking to limit the type of email notifications that a user receives from the system.  This would be the selection in Settings > Preferences > Notifications > Email Style.  We would like it so that only HTML mail, HTML mail with attachments, and Do not send me mail are available.  I have looked through the lookup tables to see if there is a way to not have them Enabled through forms, but so far I haven't found anything.  Any assistance is appreciated.
